Division 8: Image Technology

Division Meeting Minutes for 24th Session of CIE in Warsaw Poland, June 28, 1999, 10:00 - 12:30

  1. The first official division 8 meeting was opened by director Todd Newman. Mr Newman welcomed the division members and guests to the meeting.
  2. The director requested if any additional announcements were desired and none were.
  3. A meeting attendance list was distributed.
  4. The following division 8 members were present
    1. Canada - A Robertson representing R Baribeau
    2. China - L Shi Ping
    3. France - B Laget
    4. Great Britain - M Pointer
    5. Hungary - J Schanda
    6. Japan - H Yaguchi
    7. Norway - B Brekke represented by Odd Arnesen
    8. Russia - A Bartsev
    9. South Africa - F Denner
    10. Sweden - B Persson
    11. USA - M Stokes

    Division secretary Stokes will supply current contact information for all official division members to the CIE central bureau.

  5.  The agenda was discussed with the following additional items added to the agenda; date and location of next meeting and a short presentation by K Richter on related work in IEC/ISO JTC1 SC28 (Office Machines).
  6. Director Newman briefly reported on general CIE business relating to D8 and introduced divisional officers to the D8 members; M Pointer (associate director for CIE matters), D McDowell (associate director for liaisons), N Ohta (associate director for reporterships), M Stokes (division secretary) and M Pointer (division editor).
  7. Director Newman followed the D8 Activity Report to report TC and Reporter activity.
    1. It was noted that Terms of Reference for Reporterships haven't been established and it was agreed to establish these. The following two reporterships were ratified by unanimous consent of the division members present:
      1. R8-02 Reportership on Fluorescence
        C McCamy (USA)
        Terms of Reference
        To report annually on problems involving fluorescence in image technology, activities in the standards bodies and publications that bear on fluorescence problems, and to recommend the formation of a technical committee if such activity appears desirable.
      2. R8-03 Reportership on potential CIE and IEC/TC100/PT61966 interactions
        H Ikeda (Japan)
        Terms of Reference
        To produce a report on how CIE Division 8 should interact with IEC TC100 PT61966.
        End Date: March 2000
    2. Director Newman will provide these reporterships proposals to the Board of Administration Thursday, July 1st, 1999.
    3. One additional reportership on grading of instruments will be pursued for establishment by director Newman and Y Ohno (USA) on the grading of instruments for imaging technology as requested in the preliminary division 8 meeting in Baltimore.
  8. Director Newman reported on activities involving CIE vocabulary and urged the membership to established a technical committee for division 8 in this area to report to TC7-06.
    1. The following technical committee was proposed by unanimous consent of the division members present:
      1. TC8-06 Image Technology Vocabulary
        J Schanda TC Chair
        Members: D McDowell, M Pointer, M Stokes, B Laget, J Morovic, L MacDonald, K Richter, H Ikeda
        Terms of Reference
        To liaise with TC7-06 (International Lighting Vocabulary) and collate definitions of terms associated with image technology.
        End Date: July 2003
    2. Director Newman will provide this technical committee proposal will be provided to the Board of Administration for ratification, Thursday, July 1st, 1999.
  9. Associate director McDowell explained the importance of strong liaisons between CIE division 8 and other organisations, including the importance of identifying both sides of the liaison. Associate director McDowell also reported that both IEC and ISO have agreed to liaison with the CIE at the division level.
    1. The following liaisons were ratified by unanimous consent of the division members present:
      1. JTAG2 joint technical advisory group for imaging - T Kohler (USA)
      2. IEC/TC100 Multimedia Equipment and Systems - D Rich (USA)
      3. ISO/TC130 Graphic Technology - D Rich (USA)
      4. ISO/TC42 Photography - M Pointer (UK)
      5. International Color Consortium - T Kohler (USA)
      6. ASTM/E12 Color and Appearance - M Pointer (UK)
    2. Director Newman will provide these liaisons the Board of Administration Thursday, July 1st, 1999.
    3. A list of additional liaisons that associate director McDowell is pursue identifying a CIE liaison included:
      1. IEC/ISO JTC1/SC28 Office Machines
      2. ITU/T SG8 - Color Fax
      3. IEC/ISO JTC1/SC29 Compression
      4. ISO/TC171 - Office Document (JPEG, MPEG, etc.)
      5. ISO/TC159/SC4 Ergonomics of human system interaction (VDU calibration)
      6. ISO/TC36 - Cinematography
      7. IEC/ISO JTC1 SC18 - Text and office publishing systems
    4. Division members are encouraged to submit other potential liaison groups to associate director McDowell.
  10. Next CIE Division 8 Meeting
    1. Director Newman proposed to have the next division 8 meeting April 13-14 D8 meeting (one day or less divisional meeting, not including TC meetings)
    2. It was noted that this made for a very long series of meetings for those planning to attend the NPL conference and a short description of meetings relevant to division 8 in April of 200 was summarized.
    3. Meetings in NPL/Derby
      1. April 3-5 NPL Colour & Visual Scales 2000 Conference
      2. April 6-7 D1 meeting (originally 3 days)
      3. April 8 D2 meeting
      4. April 9 (travel)
      5. April 10-12 Derby Colour Image Science Conference
      6. April 13-14 D8 meeting (one day or less divisional meeting, not including TC meeting)
    4. Other relevant meetings during this time
      1. April 2-5 TAGA
      2. April 6-13 ISO/TC130
      3. April 15-17 ISCC
    5. No consensus was reached on the exact date of the next division 8 meeting in April, 2000 in Derby. Director Newman will pursue established the exact date in the near future.
  11. K Richter (Germany) presented information on recent relevant work by IEC/ISO JTC1 SC29 (Office machines)
